Decision-Making and God
Trust in the LORD with all thine heart; and lean not unto thine own understanding. In all thy ways acknowledge him, and he shall direct thy paths. Be not wise in thine own eyes: fear the LORD, and depart from evil. Proverbs 3:5-8We should know by now never to trust our own heart (Jer. 17:9) and should come to realize that understanding is given us by the Lord (Ps. 119.104). Bearing that in mind, Job 28:28 tells us that to depart form evil is understanding
Here, we see from Proverbs 3:5-8 that it is crucial to acknowledge the Lord in everything and in everyway. We want Him to be the one who directs our path. God doesn’t want us to make bad decisions; He already knows which way is best for us. He just wants to lead us in that right path.
Wherewithal shall a young man cleanse his way? by taking heed thereto according to thy word. Psalm 119:9Let us heed to His word and seek His counsel. The Old Testament is full of examples of men who did not seek the Lord’s counsel, such as Rehoboam, Solomon’s son, who consulted the old men, and then the young men, only to have failed in consulting the Lord (2 Kings 12). We want to be wiser than that!

Yes, God speaks through His Word, Matthew. That is how you consult Him, you consult His Word.
It's a two-way relationship with Cbrist . You must make your requests known unto Him and you must daily abide in His Word and the Lord will be sure to direct your path.
Be careful for nothing; but in every thing by prayer and supplication with thanksgiving let your requests be made known unto God. And the peace of God, which passeth all understanding, shall keep your hearts and minds through Christ Jesus. Phil 4:6-7
